Yes. It all goes back in the 1992 Earth Summit which was held in Rio, Brazil. Before this climate change wasn't really widely known or talked about.
But it's taken some politicians a long time to agree that climate change is a problem and to agree to take action.
Something to bear in mind is that in 1997 America rejected signing up to an agreement to cut emissions by by five per cent, called the Kyoto protocol - most other big countries signed up including the UK.
The then president of America George Bush argued that the 5% reductions would "wreck the American economy."
